TV Reviews: NBC is promoting this year of "The West Wing" as "a season of change," but it could as easily be called a season on the brink. With ratings down, claims on the Emmy crown gone and millions of younger viewers having fled, the series hopes to inject new blood keyed by Jimmy Smits’ arrival in the fourth episode.
