ok go around your neighborhood and look for something like this



this is the water main
if you turn it sideways like this



it will turn off the water and whenever the person wants to use water it wont work and if their stupid enough and dont know how to fix this thell probally call a plumber.

You should also turn the knob on the thing closer to the house. It’s the pressure regulator. Mess with that, and either they’ll have too much pressure, or not enough.

its the water main to the house and they are exposed in th US because this is MY house in CALIFORNIA
