Ok, first off you need some cones or other construction equipment to redirect traffic. You can find these in alot of places, we drove around and stole them from a local mall that was making a new parking lot and had alot of them around. Other things also work like flares, caution tape or just piles of crap a car wont drive over.

Once you have your ’redirecting objects’ you need to find a location. We picked a street a couple away from mine that is usually quite, in a residential area, but being it was around christmas time, there were lots of cars in the area because of party’s. So we went out on the street mad forced all cars from one direction to turn down one street. We used cones and flares. Then as they go down that street, they are forced to make another left, then another, then one more, leading them to the first turn they made. Then to mess around cars that confront your circle, we stole ’Road Closed’ signs so they could not get in our circle unless they started.

You may not be able to get all the materials we could, but you can still be imaginative. We had bullhorns that sounded like a police bullhorn, and we watched from bushed as people got out and moved our cones, then we scared the crap outta them with the bull horn. Most idiots will take two or three laps before they realize they are being jerked around.
