You need a bottle, The liquid that you want in the ballon and the Ballon

First you need to the chosen liquid in the bottle then blow up the ballon, hold the pumped up ballon at the neck so none of the air escapes, seal the balloon around the top of the bottle.Now turn the bottle~ballon upside-down so all the luiquid goes into the balloon.
Note: remember when removeing the balloon from make sure you have the balloon seccured with a knot otherwise the liquid will go everywhere.

If you really hate the person (hate like you want to cut off thier limbs with a hack-saw) you may want to fill it with hydrochloric acid concentrate, or sulfuric acid so they get severe chemical burns
WARNING!YOU MUST WASH OFF THE CHEMICALS IMEDIATLY IF YOU GET IT ON YOU!!

how the hell did you think HYDROCLORIC acid the same stuff that is in your stomach and breaks down anything wouldnt melt a baloon, DUMBASS
