I’m sure some of you are asking “Why not just use the control panel, or just type control userpasswords2 in the run box and use that?” Well, I’ll tell you why: the command prompt offers much more advanced features, ones that you can’t change or even view with the other ways to add users.

In order to create an account with the Net User command, you need to use the form: net user username /add. Where username is the user name of the account you want to create. You may also include other command-line parameters to configure the account, such as disabling or enabling it, or adding an expiration date. See Table:

All possible parameters that can be used:
/ADD: creates a new user account
/Password or /Random: sets the password. The /Random switch generates a hard to crack 8-character password.
/Fullname: name: specifies the user’s full name.
/Comment text: provides a de5criptive comment.
/Passwordchg: yes or no: specifies whether or no the user can change the password.
/Active: yes or no: enables or disables the account.
/Expires: date or never: sets the expiration date. Use the short date format set in Regional Options in the Control Panel.
/Passwordreg: yes or no: specifies whether or not the user can have a blank password.
/Times: times or all: sets the times the user is allowed to log on. EXAMPLE: M-F,8am-6pm;Sa,9am-1pm. A blank value prevents the user from ever logging on.

So….First you need a command prompt window up. Generally, the only commands you really need are /add and to either supply your own password, or have it generate one for you with the /Random. Also, you don’t need to use all the commands. In fact, whenever I try to use all the commands, it never works. It says syntax error, and I don’t understand what I’m doing wrong, but whatever.

Here’s an example of me creating a new user in the command prompt (with the minimum parameters):

And look who showed up on the welcome screen:

Also, remember that you can modify any existing account by entering: net user username then entering whichever parameter you want to change. This creates a limited user on XP Home by the way. Not sure if it’s the same on Pro or not.
