Ok i thought of this when i was in my room, I bought this glow in the dark hair spray stuff for holloween and never did anything with it. So i got a black light (not needed) and the glow in the dark spray. I sprayed it on my walls and it looks cool. But if you take the spray and goto a parking lot and draw something on some ones car (make it a brigh colored car) you cant see it barely and chances are the poor B@#$%^ wont notice. Draw like a pentagram or right bad things on thier license plate. cuz when the lights go out the glow lights up! and you can see it clear as day. i did this to my jerk of a nighbor, i drew an anarchist sign on his window. i did it alot so it looked llike water :)! TRY IT!
