Anyone with half a brain would have figured this out by now.
Pretty much, there is a farily large population of operatives around the globe. So, let’s pretend for a second, that operatives are put up against other operatives. Wouldn’t it be pretty convienient for NeuroCam to tell one person to do one thing, and another person to try to stop them? Perhaps have one operative deliver to another operative? I’ve read stories of an operative being intructed to get the autograph of a "supermodel" at a certain bar at a certain time. Wouldn’t it be pretty easy just to tell an operative to pretend to be a supermodel, show up in that bar, and perhaps get something for the other operative, just as he is getting their autograph? Also, how do you think they would go about getting pictures of you, certainly they don’t do the leg work themselves do they? Of course not, they instruct operatives to follow you. Now, if you ponder that for a moment, it makes perfect sense. Now think deeper. Suppose you decide to stop doing missions, Neurocam is an escape from reality, do you really think an operative is going to follow the instruction to kill you? Of course not, and NeuroCam would know of such a hole in their plan, which is why they use intimidation techniques, such as sending you photos of yourself you never knew were taken. In conclusion, NeuroCam is not the government, it isn’t dangerous, it’s just a well planned out hoax, and they can’t kill you, only scare you.

There have been no reports of illegal activity by Neurocam, they use intimidation as a substitute for actual violence.

He’s speaking negatively with no supporting evidence so it must be true!

You are wrong ...
I red up on this, signed up, and found that it was a collage project started as a project for a Psychology and Behavioral Sciences class. The project was supposed to prove that the human instinct of curiosity overcomes fear.
The reason none ever post what it’s about is because I assume few people know anything.
The site is still being run and studied by the college, which is largely believed to be Argosy University
Here is there site http://www.argosyu.edu/colleges/programs.asp?id=4&WT.srch=1&WT.mc_id=942268&IQ_ID=942268

And as for the missions I’m going to assume that the stories are from people that have nothing better to do then make rumors
