Oslo, the capital city of Norway, is fairly cold, from Janurary, which has a maximum temperature of 0 degrees celcius, through to April which has a maximum temperature of 9.
The temperature then pick up a bit from May to September, with a maximum temperature of 21 degrees in July. The temperature then drops for the remaining 3 months.
There is often snow in Norway.
