How do people make them. I mean like what program do they use....

i know people will say "noob" and all sorts of other shit but i just want to know how!

there u go http://www.whitsoftdev.com/unfreez/ just make some pictures in paint or sumthing and save them as .GIF (i am assuming that you know that a animation is just lots of pictures changing quickly so it looks like its moving.) then just drag the pics into that program and press creat animation or sumthing like that. its pritty straight forward. if u got any more questions just ask
