I need a way to (kind of) discretely and quickly cause at least $200 of damage to a car.
I was thinking of putting something in the exhaust pipe, like a foam (original thought was shaving cream but that won’t expand enough) and then plug the end so it makes its way into the engine, or at the very least the catalytic converter.

Stick a grenade in the exhuast with a string tied around the pin and a tire. When they drive the car the pin will get pulled out and blow them up. Yeah...

Well if you want to do it discretely, then the foam is a no-go.
I suggest you burn out the clutch or try and drop the transmission. Grind the gears. Shit like that that you can cause on purpose, but happens to klutzes all the time by accident.

Jam as much Styrofoam peanuts into the gas tank as you can. As long as the fuel level is low in the tank, it’ll jell up and clog the works.
Filthysanchez has a good one...
Pop a tire or two. tires are anywhere from $75 $225 plus mounting and balancing. Just walk up with a pocket knife or ice pick and poke the sidewall. Bonus of doing two tires is people generally only have one spare.
Composite headlight assemblies go for around $150. Ball peen hammer. Need I say more?

Seriosuly, if you have the know-how, take the fucking engine out. You would of course need help and a way to haul it off. Also, you would probably need to do it in the middle of the night. If I was going to attempt it, I would find a way to tow it away to a secluded area while the owner sleeps, then do your deed, and then take it back at put it back exactly how it was. Of course this is highly illegal. Chances are I wouldn’t do it unless I was just fucking around with a friend, because I would have no interest in damaging the car, just making it unusable.
Little side story - My uncle’s senior prank that him and his friends constructed "back in the day" was that they took apart the principal’s VW Bug and reconstructed it inside the school.

Throw paint stipper over the fucker, slash some tires, smash some windows, kick shit out the exhaust.
Remove the valve pins on the tyres so they think the tyres are fucked and replace the whole of it.
smash into the thing, or even jimmy into it and set the thing alight

Trouble’s got the best one. They’d just think the plug slipped out, but they’d have to replace the whole engine if they kept driving.

Oh I totally missed the part about the destruction being quick.
Here is a good one that you don’t have to stay for. You can do it during the day while the owner is at work. The day must be a fairly hot day though. In the morning, come by and put an opened Jolly Rancher on the driver door’s window. Make sure it will stick and not fall to the ground when you walk away. If you must, take a small piece of scotch tape and put it on the candy so it will stay on the window. Just don’t put the tape in-between the window and piece of candy. Now leave.
When the driver comes out to their car, they will probably just take the piece of candy off the window and think nothing of it. However when they close their door after getting in or out, the glass should shatter. If it doesn’t shatter when the door closes, it will when they hit a pothole or bump.
Another idea, put a bit of powdered milk in the driver side floor (if you access to it). When the driver gets in after a rainy day, or snowy, depending on the season, it will activate the process that turns the milk liquid. After the milk being liquid for a day or so in the hot confines of the car, it will turn sour and start to stink. The smell won’t come out until they clean the car, and by that time the smell in the air will have drifted up into the ceiling fabric and might stay. It won’t cause any damage, but it might piss the driver off.

Ooo, Break the back window, and have a molotov lit, then throw it in after the window is broken.
Hmm...it might cause a bit more damage then $200.
It might be easier to just, pop two back tires.
This way he has to buy a set.
OR, throw a brick through the window.
or Two bricks.
Or get you and a friend, to throw 4 bricks.
:D Take your car, put rubber tires on the front of your car, and slowly push his car into a tree?
Take a steel cable, clip it to a pole or tree or w/e,
then fasten it on to there axel somehow?
Get a tow truck to tow it away?
Take the license plate off, so they have to buy a new one.
Then repeat that until it adds to $200?
Wow, ive wasted a bunch of my time doing this ...
