fill it as much as you can, then put a funnel in and fill the funnel as much as you want, then blow into the large end of the funnel which will indirectly inflate the baloon threw the flour and push the flour into the inflated baloon. moving the funnel quickly defaltes the baloon but the flour stays in and you have alot of flour in a baloon

Quote: put the flour in a plastic bottle and wrap the balloon aroound the mouth of the bottle and work the flour into the balloon
Do this, but first blow up the balloon, and twist it shut, or perhaps temporarily seal it with a twist tie. Then stretch the opening over the bottle, which you filled with flour earlier. Then remove the twist tie, and some of the air from the balloon will pressurize the air in the bottle, but most of the air will remain in the balloon.
Alternatively, stretch the uninflated balloon over the bottle with the flour in it, and insert an inflation needle, the thing you use for blowing up balls, between the bottle and the balloon. Attach a pump, and inflate.
Then flip the bottle upside down, and the flour will flow into the balloon, and the air space will move to the bottom of the bottle. Be sure to twist the balloon before removing it, filled with flour and not much air, from the bottle.

simply stretch the opening of the balloon and cram as much flour in there as possible, then blow it up a little bit, and repeat, each time you blow it up, put enuf flour in there to keep it as expanded as the air is
