The song was originally called "Angel in Blue" and I was reading over the lyrics, and realized that it’s drug related.
It’s a song about two common drugs (PCP, and Nitrous Oxided AKA Laughing Gas). PCP is commonly referred to as "Angel Dust" and Laughing Gas comes in a blue bottle, hence the name "Angel in Blue" (by the way both drugs have almost exactly the same side effects).

Most hardcore addicts to both drugs tend to get really excited and shake, much like an alcoholic, when the drugs are presented to them. The baby blues refer to the bottles of Laughing Gas.
You can look through the lyrics and probably find more yourself, but this is debate so feel free to make other suggestions. I didn’t see any forums where anyone else caught onto this so I decided to post it, sorry for the length everyone.
One last thing, here is the wikipedia page stating the name change:
It’s in the third paragraph, I think the director changed the name because the song was released in the 80’s which was pretty much the end of the 60’s and 70’s "drug song" era. Again, discuss this as well.
